Are you sure you don't have moles? Rats don't usualy tunnel underground in your yard. Can you see a tunnel? If so it is a mole. Chew some juicy fruit gum and put it in the tunnel. They hate the smell and will leave. If it is a rat set rat traps at night using peanut butter and putting them close to the house. Rats and mice will stay close to the building rather than run out in the open. You can set the traps at night and put them up when the dogs are out during the day.

Flood the hole with water, that usually works. Stuff a garden hose down it, then hang out in your basement and monitor for leaks.
