I would look at their bird spikes, these are a humane way to keep pigeons off the parapet and are easy to install. When asking someone why, I was told that pigeons were a tremendous problem and that they had placed them there for years as a deterent. I tried this on one side of our house at one time when a male bird kept attacking his reflection in the window and it seemed to work pretty good.
